Regina, February 14th, 2014The Conseil scolaire fransaskois (CSF) is announcing today that, for health reasons, Mr. Bernard Roy will be stepping down as Director of Education for the Conseil des écoles fransaskoises (CÉF). Mr. Roy has decided to submit his resignation after 15 years with the Fransaskois schools, including six years as Director of Education.

"The CSF would like to recognize his important contribution to the advancement of the CÉF.  He has spent many long hours and shown great commitment and devotion in the various matters that were entrusted to him as school principal, Superintendent of Education and later as Director of Education."

Under his guidance, the history of Fransaskois education has been transformed, with advances in the important underfinancing and infrastructure issues faced by the CSF.  He has fulfilled his role in representing the best interests of right holder parents by taking into account the constitutional obligations stipulated in Section 23 of the Canadian Charter of Rights and Freedoms.

It would be difficult to compile a complete list of all of the projects to which Mr. Roy has contributed and for which he has had a positive impact.  Among these are Destination 2015 strategic planning, the agreement with the Ministry of Education for the development of course curricula, including first-language French courses for Grades 1 to 4, the increase in the number of student services available, the development of Early Childhood programs, Practical and Applied Arts programs (PAA), emerging communities, and more recently, the Politique d’encadrement linguistique et culturel (PELEC) which will serve as the framework during exchanges with the Ministry of Education.

M. Roy will continue supporting the CÉF as senior advisor, depending on his availability and capacity, with various matters including the transition towards an interim Director of Education.  He would like to thank the staff and CSF members for their support, and most importantly, the students and the Fransaskois community, who have been the source of his motivation.

The CSF members would like to sincerely thank Mr. Roy for his important contribution to the development of the CÉF and French first-language education.
